If you search for a software agency with a $15,000 budget, every result lies to you by omission. Not one page-one result for "software development companies for startups under $15,000" mentions a price — they're generic top-ten lists. You click through five of them, pick three names, send three enquiries, and find out on the calls that two of those firms won't take a project under $50,000. That's a week gone to find out something that was public the whole time.
Agencies publish their minimum project size on Clutch. Nobody collects it in one place. So we did. Below are the actual published minimums, pulled on 9 August 2026, for software agencies in Egypt and the wider MENA region. We run one of the firms listed, which you should factor into how you read this — we've tried to write the version we'd want if we were the ones searching.
The firms whose own minimums rule you out
Start here — it's the part that saves you the most time. These are well-regarded firms with real track records. Their published minimums simply exclude a $15,000 budget, and none of that is a criticism: a firm that states a $50,000 floor is doing you a favour by being explicit. The problem is that no listicle carries the number, so you find it on the third call instead of the first search.

What a minimum does not tell you
A published floor tells you whether the conversation can happen. It tells you nothing about whether the firm is right.
Two things worth checking that no directory shows you. First, whether the service you need is actually a meaningful share of what they do — a firm listing custom software at 5% of its work is a marketing agency that occasionally builds software. Second, whether the review count is proportionate to headcount and age. Three reviews against 250 staff and eleven years is a different signal from three reviews against a team of eight founded last year.
Where we sit, stated plainly
We are Techova, based in Cairo. We work in the band this article is about, which is why we know the band is badly served. We have no Clutch reviews — every firm above has more third-party validation than we do, and if you're choosing on verified reviews alone, you should pick one of them. We're not going to rank ourselves first on a list where a competitor has a hundred reviews and we have none.
What we can point at instead is published work: a national government application rebuilt for Saudi Arabia's Ministry of Environment, Water and Agriculture, live with over 500,000 users, delivered in four months. A storefront and mobile app running off an existing Odoo instance for one of Egypt's largest dry-goods distributors, across web, iOS and Android. A vendor management system that replaced a retailer's spreadsheets with a three-stage approval workflow. Take that for exactly what it's worth — it's thinner evidence than a hundred verified reviews. It's also not nothing.
The question worth asking on the first call
Whichever way you go, ask this one before anything else: what is the smallest project you have delivered in the last twelve months, and what did it cost?
A published minimum is a marketing position. That answer is a fact. The gap between the two tells you more about whether you're the client they want than any list, including this one.
